Fair dealing, or levies. Make up your mind
Having read the document, the WGC wants levies on an increased number of media, INCLUDING AN ISP LEVY. Next they’ll be asking for a levy on paper…. after all, that is what the copies are printed on (a direct parallel to the recordable media levy they endorse).
