CRTC Mandates Wholesale Access for ISPs

The CRTC yesterday affirmed an earlier decision requiring incumbents to grant wholesale access to faster speeds to independent ISPs.  The government could still overrule the decision within the next 90 days.

Eric, you are not possibly talking about that government that is in the pocket of big business here in Canada are you? Naw, they would never do the bidding of their big business lobbiers.

  3. What They Didn’t Approve
The big news here should be that they didn’t force Co-location on the big guys. The small ISPs can’t really make their own packages or provide extra services/speeds. This also means that the big guys can throttle and use bandwidth caps (usage based billing) to crush wholesalers. The speed means nothing if you’re not allowed to use it. Colocation is something most countries with good Internet forced years ago and I would guess thats partially why. Just expect more talk about UBB and throttling in the near future.

Oh, you are absolutely right of course. The Connies are very much corrupt, unfocused, big-business-influenced, and voter manipulators. I’m just holding out hope, even microscopic hope, that this CRTC provision, the first moderately good one I cane remember, manages to remain intact. Maybe the MPs will get sick and be unable to oppose this. đŸ˜‰

  5. Wholeseller TELUS arm-twists ISP Retailer Dolphin Tel to enforce Bandwidth Cap
Richmond, BC based Dolphin Tel aka Internet Lightspeed, uses TELUS to provide Naked DSL to customers on Vancouver Island and Greater Vancouver Mainland, for VOIP phone and Internet access.

Today my phone was cut off for triggering the Bandwidth CAP TELUS is forcing Dolphin Tel to impose on its customers.

Dolphin Tel reported to me, a 3 1/2 year customer, that TELUS measures each customers bandwidth, and charges the retailer for bandwidth over the CAP limit set.

Dolphin Tel recently deployed PPoE username & password security to replace the older DHCP technology. Implied in discussions, were that Peer-Blocker & Packet Encryption were also useful.

Considering the assymetrical application of bandwidth CAP to Internet packets compared to local phone call usage, or television consumption, the implication is that the two-way communication of the Internet in the hands of private citizens somehow puts at risk the social engineering that traditional mass media provides in a top-down & heirarchial fashion.

Are Hadley Cantril & Eduard Bernays still the fashion amongst the media giants, or does it simply look this way?

  6. Countries that don’t employ Bandwidth CAP.
