Unclear, or contradictory.
As I understand it, there is a difference between the rules as laid out in the Telecommunications Act and the Radiocommunications Act. Cellular is covered under both. The last spectrum auction vetted companies only under one, but it was the other that the Globalive appeal had been launched under.
