The Law Bytes Podcast, Episode 209: Peter Menzies on Why the Canadian News Sector is Broken and How to Fix It

It isn’t news that the Canadian news sector is broken: the Online News Act has caused more harm the good, the dependence on government funding and regulation has grown dramatically and undermined public trust, and implementing Bill C-18 has become mired in controversy. Peter Menzies spent three decades as a working journalist and newspaper executive, most notably with the Calgary Herald where he served as its editorial page editor, editor in chief and, finally, publisher. He then spent another 10 years at the CRTC, including four as Vice Chair of Telecommunications. Peter been one of the most prominent voices on the state of the news sector in Canada and he joins the Law Bytes podcast to discuss recent developments alongside proposed reforms that might do a better job of addressing mounting concerns over the independence of the press.

  2. The whole idea that the major news media be supported by government, of any level, to be at least a conflict of interest. These are people that claim to be holding the government to account by their reporting. However at the same time the perception is that by taking the government money they are becoming increasingly beholden to the good will of the folks they are supposed to be reporting on.

If they were attempting to change their business model such that they were less beholden to the government it would be one thing. But they appear to be doubling down on the old model which has resulted in the situation they are in now.

Add to this the tendency for the government to appoint candidates and other public servants from the news media and one becomes even more suspicious. I am thinking of Marci Ien, Shamus O’Regan, Chrystia Freeland, Tom Clark (Consul General in New York), Michael Den Tandt, James Cudmore, David Taylor, Bruce Cheadle, Terry Guillon, and Allan Thompson. And that is just with the LPC. There are also some who have been appointed by the Conservatives, notably senators Mike Duffy and Pamela Wallin. I wouldn’t be surprised to find some that are affiliated with the NDP either. My point here is that the relationship between the government and the news media isn’t just with the publishers/news companies; it extends to the journalists as well. This also leads to a distrust of the news media in Canada since when you see a report you have to wonder if the reporter is angling for a position with one of the parties.
