Well, its a bit more undeniable that that’s where it came from (unless they’re running an open proxy).
The Edmonton Journal would have been better served by stating that it is unknown within exactly where in Industry Canada it came from, since someone (Francois?) has already offered evidence that showed that sort of thing with WikiScanner.
